Dear Mr. Juncker,
Brazil is my native country that I love so much!
Even so, my first unknown baby daughter was kidnapped and found 31 years afterwards.
Even my fair job from the government was taken shamefully, just after I bumped to a sort of scientific breakthrough.
Even my science, I created depicting a huge Hydrological gap is being violated dishonorably by Americans.
By myself, I raised my family, I am rescuing my daughter, and I set ground to a new science I just called HYDROTECNOLOGY, the science of artificial porosity.
I hope I still can help my country and refresh the functioning of science for human affairs.
It is the first time that our planet earth in 4.5 billion of years must cope with a colossal amount of ground rock from irresponsible mining operation in a rainy environment.
The principle is so obvious: ‘solid rocks after grinding lose its mechanical support becoming granular and flows downward in the basin toward the ocean moved by a bounty water recharge’.
Special attention shall be focused when this abundant granular rock material standing about a kilometer of altitude has plenty of slope downstream to spoil a luxuriant environment highly inhabited by Brazilians.
For lay people: ‘soil is a rock that stood a very long term weathering changing its chemical and physical properties, attaining high levels of permeability and porosity for water conductivity, having around half volume of solid material and the other half is a combination of air and water’. Soil is a complex natural cover protecting the landscape.
Vale is one of the largest mining company worldwide that built a railroad of about 530 km from the mountains of Minas Gerais State to the seashore docks delivering iron ore for export, which comprises around half of the matrix rock. Nevertheless, the wealthy company neglected a simple logistic of less than 2 km to dispose back adequately the mining reject inside the extraction cavities ensuring permanently a safe mining operation in the landscape. As consequence of this blunder, so far it took near 300 casualties from collapsing mining residue dams in Mariana and Brumadinho, also spoiling the environment for releasing ground rock to the water basin impairing the water supply for thousands of Brazilians and livestock. The blunder is so gross that satellite imageries show the concave format of the dams contouring the mountain shape, explaining the sudden explosion when collapsing, as engineering suggests frontal convex curves to increase resistance. Lay people knows about it when squeezing eggs in their bare hands, as a thin layer of calcium carbonate gets so sturdy!

Water Balance: ‘Over time, this artificial granular porosity from mining reject transmits less water than it absorbs, having an accumulative water retention effect due to low permeability and also high level of capillarity. Even dry rejects from mining operation, must return to the extraction cavities in a rainy environment to prevent potential long term huge catastrophes of mud slide”.
This is the beginning of a mining situation that can last centuries to millennia always getting worse that must be addressed in order to protect Brazilian landscape from the government malfunctioning and corporation greed. In theory, near all rocks containing valuable minerals will be exploited by grinding to attend an ever-growing robust economic demand for metals. Just to provide some insights on this developing issue, nowadays a modern truck can carry, just in one trip up to 500-ton of rock showing how fast Brazilian mountains can be razed to the ground jeopardizing the watershed by a negligent mining operation. Tropical soils took 5 to 50 million of years on its genesis providing a natural protection over the rock matrix from a continuous abundant water recharge which makes Brazilian agricultural powerhouse.
Monitoring the mining residue dams proved to be useless, as it did not even go off as an alert to spare lives. As a PhD in Soil Science, I must state that those dams of mining residues take thousands of years to change to soil never being a granular material safe for the population downstream. Furthermore, the Hydrological principles of water transmissibility of ground rock residues are different from those highly porous and permeable tropical soils. Such mineral residues work as a sponge retaining water continuously until it reaches a threshold for rupture and collapses flowing downhill releasing to the basin lots of granular material supposed to stay secure underground, causing unnecessary havoc so avoidable by a rational planning.
So far, the use of dam technology to store mining reject in desert and semi-arid regions shows no problem as a result of low water recharge and small demographic population.
As a farm boy dreaming to be a scientist, I struggle to comprehend my own species and the functioning of society:
I got PhD in Soil Science in the US as the American President, then Bill Clinton, delivered his first speech for reelection at my graduation on May 1996. He said that we were honored with the highest education that American institutions could provide to their citizens, and many of us, would be creating new technologies down the line never imagined before. I believed on such pray, but soon afterwards President Bill Clinton was almost impeached for being caught doing oral sex with Monica Lewinsky in the White House office. Also, the President of the Penn State University Graham Spanier that granted my PhD, in association with the Football Coach Joe Paterno, was covering up, in the following decade, a Pedophile Jerry Sandusky. He was molesting young boys in the facilities where I got my scientific education. Believing that Americans were a serious culture, I filed patents of my scientific breakthrough getting patents at USPTO. Shamefully, top institution and corporations in collusion with USPTO and Law Firms, in a blatant conspiracy harming science in the core, are continuously reinventing my scientific breakthrough. At least I could document and confirm a scientific gap big enough for a new science (US Pat. 6,766,817) I called simply HYDROTECHNOLOGY : the science of artificial porosity modeling voids geometry for new conceptions of Hydrodynamics missing on textbooks, dealing with molecular connectivity of a reversible self-sustaining fluid flow transition between saturated and unsaturated zones. It deals with the principle of life that developed an enhanced biological porosity for life beings that started around a billion of years in the past.
How much is worth fixing mining operation in Brazil?
Mine residue dams collapsing is a Hydrological issue regarding fluids on porosity systems!
I told the Brazilian President in 4 letters, as posted in my blogs, saying that my scientific achievement is worth between 10 to 50 billion dollars for neglecting hydrology in the patenting affairs more than a century in the US. But, it is also revealing an American conspiracy on Intellectual Property affairs ignoring science and harming reputation. Two Boeing 737 Max 8 airplanes went down in less than a year killing 346 people. This outcome portrays the difference between car and airplane recalls and confidence on CEOs. It shows how easy to spoil reputation when new and modern airplanes are not supposed to fail so negligently taking many fatalities. American credibility is worsening continuously as less and less people want to face challenges under American provision. Violation of science and technology does have its toll down the line, as science cannot be deceived. Obesity spread worldwide is a clear insight that man is broadly neglecting nature functioning led by Americans.
HONESTY is missing a lot also in my Brazilian culture. I did not know I had a daughter during 31 years. She was born just in 1985 when DNA paternity test was invented. It took me three weeks to find her by internet after her biological mother revelation in 2016. Sadly, it took me the following three years to realize that she was kidnapped and forced to be a biological daughter of somebody else. Usually, poor people do not abduct babies to raise as their own. As a father and scientist, such close issue provides me more insights about the subtle boundaries of human affairs. Even so, I am curious about my DNA raised far from my influence! She does have my features, being stubborn and assertive like her father.
There is no doubt that I am pleased by my present outcome. Well, considering that the French Government rewarded Antoine Lavoisier, the Father of Modern Chemistry Science in the French Revolution with the guillotine when he was beheaded at the age of 50 on May 1794. So far, at the age of 59 I have about a decade of extension in my life cycle on this sort of public scientific recognition analogies.
IN ASSOCIATION WITH CORRUPTION THERE IS ALSO A PERSECUTION TO SCIENTISTS IN BRAZIL
In the distorted chain of power in Brazil, there is an ongoing competition between KNOWLEDGE vs. POWER, as less and less intelligent people receive critical jobs on decision-making. It does take place because intelligent people are honest and cannot be corrupted or manipulated easily. Wise people understand about the importance of HONESTY on human affairs to achieve goals and get results because nature works on a coherent functioning.
In the developed countries, the wealthiest social classes earn just TWO to THREE times more than the poorest ones. In Brazil, comparing the earning of teachers (EDUCATION) and attorneys (LAW), it portrays a continuous worsening gap of incoming distribution easily being TEN to TWENTY folds. It does take place because a mean and inefficient Judiciary system squeezes Lawmakers and Executives highly compromised with the Law, yielding to pressure to prevent further complications. In addition, a tropical country with a warm climate allows the surviving rate just little above the feeding requirements. As consequence, the Brazilian situation is continuously self-degrading and crumbling leading to LOWER LEVELS OF EDUCATION and HIGHER LEVELS OF CRIME. Miserable teachers try to graduate illiterate students while expensive judiciary system is sluggish and negligent eroding the treasure resources deeper and deeper. When the Justices in the upper court waste public money on lobsters and expensive wines, it points out a clear stampede underway toward abyss by a fainting reasoning. Corruption seems to be tackled, but our fake democracy that even makes the vote mandatory, is driving LAWMAKERS shamefully to drain campaign resources legally piping straight from the treasure.
Respect for science is critical to human affairs. Man learn how to respect nature early as babies to obey gravity for walking. The pain of falling down when neglecting gravity on missteps is an insight how serious nature is on tending human affairs. Man took around ten thousands of years to accept covering their bodies with clothes hiding their genitals. Modern life present plenty of food and machinery to replace human work. As consequence, there is an ongoing spread of obesity worldwide since our physiology was developed with exaggerated appetite for overeating and storing energy as body fat for the shortcomings that never returns. Well, I ran two half-marathons during my PhD in the US. Obesity spread is a clear evidence of developed countries toward science negligence on human affairs. There is no doubt that such side effect brought by modern life will be dealt accordingly in the future as the principle of life is just to solve problems for surviving.
Please, I deserve something better than Antoine Lavoisier does. No need for a Nobel Prize, after all Mr. Alfred Nobel achieved his goals by developing the chemistry of explosives as the Father of Dynamite. He got so wealthy helping governments decimate millions of people with more efficient wars. In addition, Dynamite is behind explosive technology grinding rocks for mining and jeopardizing my country from nasty and mean corporations lacking simple reasoning. Well, Vale lost many of its own employees in the tragedies, victims from their own mistakes, a simple interaction of greed and brainpower shortage.
As a Brazilian scientist, I highly endorse an agreement between Mercosul and European Community. It is a unique and precious opportunity to strengthen partnership enhancing a solid commitment agenda on environmental and social issues to ensure Brazil as a suitable partner capable of fulfilling its endeavors with balance and wisdom. The economic culprit should derive from a healthy pursue of improvement on human deeds. Caution to prevent Brazilian deterioration decrease the European Community a possibility of importing scaring Brazilian immigration fleeing by seas or containers. A healthy trade must favor both sides!
As a Brazilian scientist PhD in Soil Science, I pledge the European Commission to require from the Brazilian Government an urgent and clear Environmental Agenda focused on mining issues comprising immediately:
ONE: To disallow right away any use of dams to retain mining residue under rainy locations;
TWO: To enforce immediately a hydric isolation of the present mining residue dams reducing water input from rain and underground in order to prevent more tragedies and fatalities of collapsible dams;
THREE: To retrieve back the mining residues to their origins in the extraction cavities in a period of 20 years.
Brazilian government is lingering on decision-making waiting for bigger tragedies to tackle this increasing mining dilemma. Nature has been recycling organic material since the start of life. Nevertheless, ground rock from modernity is a new issue for Nature affairs deploying a new outcome to manage very seriously.
In addition, it would be advisable to require Brazilian Government awareness and planning to correct a worsening distortion of revenue distribution, which is fueling HIGHER CRIME RATES and LOWER EDUCATION LEVELS making Brazil increasingly uninhabitable. Diagnostic and attenuation should be on the table.
As a Brazilian PhD scientist creating a new science, I am confident that the European Community is a strong partner to help Brazil to remediate its brilliant and promising future.
I do anticipate my sincere acknowledgement to the European Community to all efforts endowed if no more fatalities of Brazilians succumbing to dams that collapses in the dazzling Brazilian landscape.
The world is round and spinning, as a wise combination of global efforts can make it a better home for all of us.

Also, Lawyers are illiterate on the functioning of science, besides most scientists have no idea about Epistemology, Metaphysics, Logics, and History of Science (Philosophy of Science).
